Human Rights and the Rule of Law in Turkey - A Scoping Report
In December 2015, BIICL completed a scoping Report on the rule of law and human rights in Turkey. An earlier draft of this scoping Report informed the Report on the Rule of Law and Respect of Human Rights in Turkey since December 2013, published by the Rt. Hon. The Lord Woolf C.H., Professor Sir Jeffrey Jowell KCMG QC, The Rt. Hon. Sir Edward Garnier QC MP, and Sarah Palin, in July 2015.
The BIICL Report provides detailed information about the application of the rule of law in the Turkish context, including with regard to the prohibition of arbitrariness and anti-corruption measures, access to justice, and Turkey's compliance with its international obligations. It also highlights a number of recurring human rights' violations, such as those concerning freedom of assembly, freedom of expression, freedom of religion, and the prohibition of discrimination, for example. This Report also discusses, among other issues, the concerns associated with the security bill, which was adopted in 2015, as well as those stemming from the wording of the criminal code.
