Eagerness, however welcome, to create new international courts, tribunals, and monitoring bodies is damaging if it outruns the capacity to ensure their adequate composition and administration. The remedy: more realism in internal but also external expectations, backed by proper financing, and commitment to depoliticising elections, but re-politicising support for outcomes.
