Dr Samantha Jn Paul-Samuel

Biography

Dr. C. Samantha Jn Paul-Samuel is an expert in government affairs, drafting laws, law reform, policy development and analysis, civil law practice, and related legal areas. She is an international legislative drafting consultant and attorney-at-law specializing in legal drafting and policy advice. She holds an LLM in legislative drafting from the University of the West Indies and a Doctorate in public administration specializing in law and public policy.

Throughout her career, Samantha has completed a large range of projects in the rationalization and drafting of legislation for individual jurisdictions as well as for multi-jurisdiction regional bodies. Having worked both as a Consultant and Policy advisor regionally and internationally she has operated throughout the CARIFORUM States (Saint Lucia, Antigua and Barbuda, Bahamas, Saint Vincent, Saint Kitts and Nevis, Anguilla, Dominica, Grenada and Montserrat), the World Bank and UNICEF and with regional organisations (ECCB and ECCU). She has also served within the Public Service as the Director of the Legislative Drafting Unit and a Chief Parliamentary Counsel with the Attorney General's Chambers in Saint Lucia.

She therefore has a unique understanding of the intricacies involved in achieving model legislation and the policy objectives of multiple stakeholders with a thorough knowledge of the legal systems and conventions and legislative drafting practices within the region and internationally, in CARICOM, CARIFORUM, ECCU, ECCB OECS and other regional states with a Westminster Model.

Samantha provides a comprehensive service through her ability to interpret, research and draft legislation, agreements, and treaties. She also facilitates trainings, consultations and provides high-level specialised legal and public policy advice.
