Bingham Centre briefing paper acknowledged in Lords debate

The Justice and Security Bill was debated in the House of Lords this week. The Committee Stage is where detailed examination of the Bill takes place and suggested amendments are discussed.

Lord Thomas of Gresford tabled several amendments to the Justice and Security Bill and on Wednesday, he acknowledged the assistance of the Bingham Centre for the Rule of Law in drafting some of his amendments. Lord Thomas noted in particular that the amendments put the judge, "firmly in control of case management" and "narrow the material which may be subject to closed material procedures to the irreducible minimum". He also stated his belief that "the amendments I am proposing with the assistance of the Bingham Centre for the Rule of Law are simpler, more flexible and yet contain the same safeguards" as others that had been put forward.
