Event Details

Please join us for the launch of the International and Comparative Law Quarterly (ICLQ) Forum - a special issue of the Journal dedicated to in-depth coverage of a single theme, and the biggest innovation in the Journal's lifetime.

The Inaugural issue 'ICLQ Forum on Law of the Sea: Present Challenges and Future Directions' presents an excellent opportunity to examine both current issues in the law of the sea and to explore new horizons in the field. The issue has been co-edited by former ICLQ General Editor Professor Sir Malcolm Evans, ICLQ Editorial Board Member Professor Richard Barnes, invited expert Dr Rozemarijn Roland Holst, and Dr Constantinos Yiallourides and Dr Jack Kenny of BIICL. The event will bring together Forum contributors alongside leading figures from the policy, legal and academic communities, with a view to generating a policy-informed discussion and bridging legal analysis with policy practice.

Essex Court Chambers, a leading set renowned for its expertise in public international law, is distinguished by its extensive work in matters concerning the law of the sea, maritime disputes, and international shipping. Its members regularly appear before international courts and tribunals, including the International Tribunal for the Law of the Sea and arbitral bodies under UNCLOS. We are delighted to announce that Essex Court Chambers is sponsoring the ICLQ Forum Launch, reflecting its enduring commitment to excellence and thought leadership in this vital area of international law.

This event builds on the ICLQ and BIICL's strong track record and longstanding leadership in law of the sea scholarship. The ICLQ has published over 130 articles on law of the sea since its launch in 1952, many of which have been influential in feeding into significant developments, such as UNCLOS and recently the Biodiversity Beyond National Jurisdiction Agreement. Among BIICL's most influential contributions are the report on State Obligations under Articles 74(3) and 83(3) of UNCLOS and the book UNCLOS as a Living Treaty, both of which have been quoted with approval before the ICJ and ITLOS. Other significant projects include BIICL's study on joint development agreements, deep-sea methane hydrates, oceanic carbon storage, climate litigation, and the mitigation of climate change impacts in South Pacific small island states .We hope the ICLQ Forum and this event will continue in this tradition,  facilitating high-level discussion on current and future issues in the law of the sea.

Following a welcome and the launch of the ICLQ Forum by ICLQ General Editor Professor Alex Mills, two panel discussions will take place, both chaired by one of the Co-Editors of the LOTS Forum, and featuring several Forum contributors and external speakers.

The first panel chaired by Constantinos Yiallourides of BIICL will focus on current challenges. Forum contributors Catherine Redgwell, Eirik Bjorge and Aleke Stofen-O'Brien have confirmed their participation, along with Lowri Griffiths of the FCDO.

The second panel will consider future challenges, and will be chaired by Professor Sir Malcolm Evans. From among the Forum contributors Timothy Edmunds, Christian Bueger and Reece Lewis will be joined by Irini Papanicolopolou, Amy Sander and Malgosia Fitzmaurice.

The panels will be followed by a Q&A and a drinks reception.

We are extremely grateful to Essex Court Chambers for their kind support of this event.

Event convened by Anna Riddell-Roberts, Adaena Sinclair-Blakemore, and Dr Constantinos Yiallourides, British Institute of International and Comparative Law.
