While existing international law provides a framework for regulating state conduct in cyberspace and requires the peaceful resolution of cyber incidents, the growing scale and complexity of cyber operations present new challenges, especially as cyberspace increasingly becomes a domain of inter-state conflict and confrontation. This online workshop explores the international law dimensions of inter-state cyber disputes. Through open conversation led by experts in the field and a live Q&A, the workshop will address the challenges posed by cyber incidents in inter-state relations and question whether existing means and methods of dispute settlement can deal adequately with inter-state cyber disputes.
