State Responsibility for Cyber Operations: International Law Issues

With the number and sophistication of cyber-attacks against states showing a significant increase in recent times, the Institute has invited experts on the topic to discuss the international law problems related to state responsibility for cyber operations.

Speakers will cover questions such as the evidentiary and attribution rules applicable to cyber operations, as well as the possible remedies available against different types of internet-based attacks.

This event will be followed by a drinks reception.

Dr Russell Buchan is the author of Cyber Attacks: Unlawful Uses of Force or Prohibited Interventions (Journal of Conflict and Security Law, 17(2), 2012)

Dr Marco Roscini is the author of Cyber Operations and the Use of Force in International Law (OUP, 2014)

Dr Nicholas Tsagourias is an author of Collective Security: Theory, Law and Practice (CUP, 2013).
