In September 2018, the United Nations General Assembly is expected to adopt the Global Compact for Safe, Orderly and Regular Migration (GCM). That step will finish a process that started in September 2016 with the New York Declaration, which committed to protecting 'the safety, dignity and human rights and fundamental freedoms of all migrants... through facilitating safe, orderly and regular migration.' The Global Compact for Migration is the end result of a process of intergovernmental, multi-layered and cross-sectoral negotiations and advocacy work to ensure that the final Compact upholds the rights of migrants and promotes the safe movement of people in a globalising world.
The Compact must now be implemented. This is to be done by states in co-operation and partnership with a wide range of non-state institutions and stakeholders - an unusual, and welcome, provision in an inter-governmental agreement. The Compact [draft para 43] states that:
'We will implement the Global Compact in cooperation and partnership with migrants, civil society, migrant and diaspora organizations, faith-based organizations, cities and local communities, the private sector, trade unions, parliamentarians, National Human Rights Institutions, the Red Cross and Red Crescent Movement, academia, the media and other relevant stakeholders.'
The purpose of this workshop is to bring together representatives from across these actors and sectors to discuss the impact and implementation of the GCM. Our hope is that, through knowledge sharing and cross-fertilisation of ideas, we can develop a pathway to ensure the successful implementation of the GCM and monitoring of States' commitments. The workshop will be interactive, with all participants sharing ideas, experiences and suggestions throughout the day. We intend to publish the findings of the workshop in a journal or briefing paper and to conduct follow-up research in the coming years, in an effort to enhance effectiveness in the implementation of the GCM.
