57th Leiden-London Meeting: Agencies, Accountability and Association: Legal issues of agencies in the EU legal order and in relations with neighbouring States

The Europa Instituut of the University of Leiden and the British Institute of International and Comparative Law annually organise a conference to discuss current developments in European Union Law. This year will be the fifty-seventh Leiden-London Meeting; it will take place in Leiden on Saturday 30th June 2018.

In the EU system of governance, administrative powers are increasingly granted to bodies other than the Institutions: agencies. These bodies bring together national competent authorities and supervisors in a European governance structure. Recent examples are the European authorities in the financial sector, as well as the European Boarder and Coast Guard Agency and the proposed European Asylum Agency, but also the European Competition Network and European Data Protection Board. Agencies and networks not only play an important role in the enforcement and implementation of EU law, but also develop guidelines and best practices which condition the work of national administrations. They work with a certain degree of autonomy, and their activities are not always clearly regulated by primary law. Questions continue to be relevant as to the scope and depth of powers that can be delegated to agencies, soft law, enforcement, accountability, liability, fundamental rights.

Moreover, particular concerns arise in connection with the participation of non-Member States in EU agencies' activities: how can this be arranged, and what constitutional questions arise. And what is the status and authority of these agencies and their decisions towards third states - particularly those states that are otherwise bound by internal market legislation. This is obviously a particularly relevant topuic in the light of Brexit, and the kind of cooperation with the EU that the UK may wish to have in future.

We are delighted that a number of excellent speakers have accepted our invitation to analyse these issues. As usual, there will be ample opportunity for discussion. The programme below provides more detailed information.

The Europa Instituut is happy to help arrange accommodation for those who need it, but in that case they need registrations by 1 May. After that date, it will be very difficult to assist with accommodation. You will be given the opportunity to indicate whether you need assistance when you register.
