Legal Protection of the Right to Education in Times of Conflict and Insecurity
In July 2011, BIICL started a new research project with the aim to develop a legal resource that reviews the content of, analyzes and assesses how international law, in particular international human rights law (IHRL), international humanitarian law (IHL), and international criminal law (ICL), have been and could be applied, implemented, and enforced with respect to attacks against education in terms of the right to education. The research is focused on attacks against education in times of armed conflict, as well as other situations of systemic violence and insecurity. This involves an analysis of law pertinent to times of peace where risks of attacks against education prevail, as well as in conflict and post-conflict situations.
The main part of this research will be completed by March 2012, with a publication scheduled for the middle of 2012. This project is funded by Education Above All, an independent non-governmental organization, which is also taking an active part in the development of this legal resource.
