John B. Bellinger, III, Former Legal Adviser to the United States Department of State
Mr. Bellinger is a Partner in the international and national security practices of Arnold & Porter LLP in Washington, DC. He is also an Adjunct Senior Fellow in International and National Security Law at the Council on Foreign Relations, where he is leading a series on international justice and tribunals. He served as the Legal Adviser to the Department of State from 2005 to 2009, having previously co-directed Secretary Rice's transition team. As Legal Adviser, Mr. Bellinger represented the United States before the International Court of Justice in the case of Mexico v. U.S. (Medellin), led the U.S. delegation for negotiation of the Third Additional Protocol to the Geneva Conventions, and initiated a formal US-EU dialogue on human rights and international humanitarian law issues. Mr. Bellinger previously served as Senior Associate Counsel to the President and Legal Adviser to the National Security Council (NSC) in the White House from 2001-2005, and as Counsel for National Security Matters in the Criminal Division of the US Department of Justice (DOJ) from 1997-2001. He received his A.B. from Princeton University's Woodrow Wilson School of Public & International Affairs, an M.A. in Foreign Affairs from the University of Virginia, and his J.D. from Harvard law School.

All cancellations must be made in writing via email to eventsregistration@biicl.org and be no less than one week prior to the event.
Payment for registration will always be required, and must be made prior to the event. If sufficient written notification of cancellation is received, a full refund will be given. If insufficient notice is given, payment for your registration will still be required.
